Cost & Contracts is the project's quantity-surveying and commercial brain: it reads the full project document set — BOQ and priced BOQ, the contract and its conditions, scope, general and particular specifications, variation orders, interim bills/IPCs, submittals and material approvals, and price lists — and turns them into estimates, cost plans, variation assessments, value-engineering options, specification compliance checks, and submittal reviews. Every number it produces is traceable to a BOQ item, a spec clause, or a contract condition; every variation is justified against the contract; every VE option carries a saving and a risk. It works from a curated, citation-preserving knowledge base of the project docs and benchmarks rates against market data when the KB is thin.
